Overview

What we built

  • Two tracks, one program. 64 minutes on-premises + 60 minutes off-premises = the 124-minute All Workplaces certificate. The off-premises hour also stands alone.
  • A narrated video opens every module. The trainee cannot continue until it finishes.
  • 15 decision scenarios, 22 infographics, 111 tap-to-open cards. Every fact traces to the Montana statute or rule it came from.
  • Gated micro-learning. Next stays locked until the video is watched, every card opened, and every scenario answered. Modules unlock in order.
  • A quiz closes every module. 80 percent to pass, unlimited retries.
  • Final exam: waiting on yours. The platform administers whatever exam CARD supplies. The in-course previews are placeholders to show the flow.

Glossary

What the terms on this page mean

MCA
Montana Code Annotated

The state's actual laws, passed by the Montana legislature. When you see a citation like “MCA 16-4-1005,” that's Title 16 (alcoholic beverages) Section 4-1005, the law that requires servers to be trained within 60 days of hire.

ARM
Administrative Rules of Montana

The rules state agencies write to implement MCA laws. “ARM 42.13.906” means Title 42 (Department of Revenue), Chapter 13 (Liquor), Rule 906, the rule that defines what an approved training program must contain.

RASS
Responsible Alcohol Sales and Service

Montana's official name for what other states call “alcohol server training.” A provider is RASS-approved only after the Department of Revenue reviews and approves the program.

CARD
Compliance, Alcohol, Records Division

The unit inside the Montana Department of Revenue that approves RASS training programs. CARD is the team this submission is addressed to (DORCARDRASS@mt.gov).

HB 157
House Bill 157 (2025)

The 2025 bill that split alcohol server training into two distinct tracks: one for on-premises businesses (bars, restaurants) and one for off-premises businesses (liquor stores, grocery). Effective January 1, 2026.

HB 196
House Bill 196 (2025)

The 2025 bill that added government-certified digital IDs (Apple Wallet, Google Wallet, state apps) to the list of acceptable forms of identification for an alcohol sale. Effective October 1, 2025.

HB 211
House Bill 211 (2025)

The 2025 bill that governs third-party alcohol delivery (DoorDash, Uber Eats, Instacart, Grubhub). Limits the beverage type (beer and table wine only, no spirits) and requires drivers to be at least 21. Effective January 1, 2026.

On- vs. Off-Premises
Two different licensee categories

On-premises businesses sell alcohol that is consumed at the location (bars, restaurants, taverns). Off-premises businesses sell alcohol that is taken away and consumed elsewhere (liquor stores, grocery, convenience stores). CertReady provides a distinct training program for each.

Review the course

All 13 modules: the All Workplaces course (Part One on-premises Modules 01-07 plus Part Two off-premises Modules 08-13) and the standalone one-hour Off-Premises course (the same Part Two six). Final exam previews and optional reviewer logins are lower in this section. No login is required to preview the course. Click the title to collapse.

All Workplaces - two-hour certificate

All Workplaces course: 13 modules, 124 minutes

Click any module to view the full student-facing content. Part One (Modules 01-07) is on-premises serving; Part Two (Modules 08-13) is off-premises selling and delivery, shared with the standalone one-hour course. Montana's training rule requires at least 120 minutes for the All Workplaces certificate; this course meets that.

Liquor stores, grocery, and convenience

Off-premises course: 6 modules, 60 minutes

Click any module to view the full student-facing content. Montana's training rule requires at least 60 minutes for off-premises clerks; this course meets that. These same six modules are Part Two of the All Workplaces course above.

Final exam

Waiting on your final exam

The platform administers whatever exam CARD supplies, at 80 percent to pass with the ARM 42.13.907 retake rule. Until we receive the official package, the in-course exams are placeholder previews that show the interface and scoring flow (on-premises preview, off-premises preview).

Optional reviewer loginNot required

Walk the signed-in LMS path

Use these only if you want to see the learner dashboard, reviewer bypass behavior, or normal student time gates.

All four accounts use password testing. The demo-student accounts show exactly what a trainee sees; the reviewer accounts additionally skip the module-completion gates so you can jump straight to any module. Each login opens in a new tab, so this review page stays open behind it.

How we meet Montana's rules and standards

Item-by-item compliance against Montana's training rules, a crosswalk to every Montana law and rule the course covers, all 12 required knowledge concepts, all 7 required practical skills, and how the three 2025 bills are reflected. Click the title to collapse.

Statutory compliance

How we meet Montana's training rules

Item-by-item against Administrative Rules of Montana 42.13.906 and 42.13.907 (post-March 7, 2026 amendments). Click the title to collapse.

ARM 42.13.906(1)

Minimum content time

On-PremisesMet

124 minutes of content across Part One (on-premises serving) and Part Two (off-premises selling), clearing the 120-minute program length in MCA 16-4-1006(2). Progression is enforced by completion rather than by a clock: every module gates on watching the overview, opening and finishing each visual lesson, opening each required card, answering each scenario, and passing the module quiz at 80 percent, and modules unlock in order. The platform can also enforce a minimum elapsed time before the final exam unlocks; that is switched off today because the statute sets program length, and we will turn it on if CARD wants it.

Off-PremisesMet

60 minutes of content (statutory program length: 60 min). Same completion-based progression, and the same optional elapsed-time lock, available on request.

ARM 42.13.906(2)

Bilingual delivery (English + Spanish)

On-PremisesMet

Every module, quiz, and exam question delivered in EN and ES. In-product language toggle on every page.

Off-PremisesMet

Every module, quiz, and exam question delivered in EN and ES.

ARM 42.13.906(3)

Sequential progress gating

On-PremisesMet

Modules unlock in order; each requires 80% on its quiz before the next opens. Server-side enforcement; no client-side skip.

Off-PremisesMet

Same sequential gating; identical enforcement.

ARM 42.13.907(1)(c), (2)(c)

Interactive denial-technique tools

On-PremisesMet

Part One carries Montana-specific denial-technique scenarios across the intoxication (M03), ID (M04), minors (M05), and delivery (M07) modules, and Part Two adds the off-premises decoy bank (M11), with correct-answer positions varied. Every module also has a narrated instructor video, fact-checked infographics, interactive tap-to-open cards, module quizzes, and Study Buddy, all live in the course above.

Off-PremisesMet

M04 contains three Montana-specific denial-technique scenarios, with correct-answer positions varied. Every module also has a narrated instructor video, fact-checked infographics, interactive cards, module quizzes, and Study Buddy, all live in the course above.

ARM 42.13.907 + MCA 16-4-1006(1)(f)

Final exam: content coverage of every Knowledge and Performance Outcome

On-PremisesMet

Reviewer preview questions show the exam flow and 80%/retake rule. Before launch or formal resubmission, CertReady needs Kent/CARD to confirm the exact required Montana exam package and administration mechanics.

Off-PremisesMet

Reviewer preview questions show the exam flow and 80%/retake rule. Before launch or formal resubmission, CertReady needs Kent/CARD to confirm the exact required Montana exam package and administration mechanics.

ARM 42.13.907 (eff. 2026-03-07)

Passing score + retake rule per MAR Notice 2025-292.3 (adopting amended proposal 2025-292.2)

On-PremisesMet

80% required to pass (20 of 25 on the preview exam). Retakes are available; CertReady's provider policy is three attempts. If CARD requires a specific retake rule, tell us and we will apply it.

Off-PremisesMet

80% required to pass (20 of 25). Same retake handling; confirm the required rule with us if CARD sets one.

ARM 42.13.907(1)

60-day-from-hire training requirement (MCA 16-4-1005)

On-PremisesMet

Welcome module (M01) covers the 60-day rule explicitly. Final-exam pool tests the rule directly (Q MT-001).

Off-PremisesMet

Welcome module (M01) covers the same 60-day rule.

ARM 42.13.907(2)

3-year renewal cycle (MCA 16-4-1005)

On-PremisesMet

Covered in M01 and reinforced on the certificate. Auto-renewal reminder emails 60 days before expiration.

Off-PremisesMet

Same 3-year cycle, same renewal reminders.

ARM 42.13.901-907 (post-March 7, 2026 amendments)

On-/off-premises split per HB 157

On-PremisesMet

The All Workplaces course (mt-alcohol) is built in two parts: Part One on-premises serving (table-side intervention, dram shop, refusal) and Part Two off-premises selling and delivery, for the full two-hour certificate.

Off-PremisesMet

Off-premises track is a distinct course (mt-alcohol-offsale) focused on register-side ID, refusal, hours, and third-party delivery rules.

ARM 42.13.901(1) + DOR ID fact sheet

Acceptable IDs (including government-certified digital IDs)

On-PremisesMet

Updated after CARD feedback to the open standard: any government-issued ID with photo, date of birth, and no alteration/manipulation. The module and preview exam now include expired IDs and federally recognized tribal IDs, including out-of-state tribal IDs.

Off-PremisesMet

Updated after CARD feedback to the open standard: any government-issued ID with photo, date of birth, and no alteration/manipulation. The module and preview exam now include expired IDs and federally recognized tribal IDs, including out-of-state tribal IDs.

HB 211 (eff. 2026)

Third-party alcohol delivery rules (beer + table wine only; 21+ drivers)

On-PremisesMet

Module 07 (Third-Party Delivery) is the dedicated Part One delivery module. Final exam tests both the beverage limit and the 21+ driver rule.

Off-PremisesMet

Module 06 (Third-Party Delivery) is dedicated specifically to third-party delivery rules.

How we cover the three 2025 bills

HB 157 and HB 211 take effect January 1, 2026; HB 196 digital-ID coverage took effect October 1, 2025. Each is reflected throughout the curriculum and tested on the final exam. Click the title to collapse.

HB 157

On-/Off-Premises Training Split

The All Workplaces course (mt-alcohol) is a two-hour course in two parts: Part One on-premises serving (Modules 01-07) and Part Two off-premises selling and delivery (Modules 08-13). The standalone one-hour Off-Premises course (mt-alcohol-offsale) is that same Part Two, pulled out on its own. Time floors: 120 minutes for All Workplaces, 60 for Off-Premises. Part One goes deeper on intervention, dram shop, and table-side scenarios; Part Two focuses on register-side ID verification, refusal at the register, and third-party delivery rules.

HB 196

Government-Certified Digital IDs

Part One (M04) and the off-premises course (M03) cover ARM 42.13.901(1)'s acceptable-ID standard, including digital IDs presented through Apple Wallet, Google Wallet, or the state app. Final-exam questions test the distinction between a valid digital ID and a screenshot. Module quizzes drill the rule explicitly.

HB 211

Third-Party Alcohol Delivery

Both tracks cover House Bill 211's 21+ driver requirement and the beverage limit (beer and table wine only, no spirits via third-party delivery). Each has a dedicated delivery module: Part One Module 07 (Third-Party Delivery) and the off-premises course Module 06 (Third-Party Delivery).

Submission Package

Document Packet Status

The live course above is the review surface. This is where each supporting piece stands.

Course media and narrationcomplete

Every module opens with a narrated instructor video. Professional English narration runs throughout, Spanish captions are on every video, English captions are on the videos that do not already carry them, and the infographics and decision scenarios are live in the course above.

Standards and law coveragecomplete

Every required knowledge concept and practical skill, and every Montana statute and rule the curriculum touches, is mapped to the module that covers it in the section above. Each mapping links straight to the live module.

Curriculum outline and coverage map (PDF)current

A written outline and an ARM 42.13.907 coverage audit are generated directly from the live course, so the documents and the course cannot disagree. Available on request.

Exam package and completion reportingawaiting CARD

The platform administers whatever exam CARD supplies, at 80 percent to pass, and can report completions on your schedule. We still need the official exam questions, the retake rule if CARD sets one, and the completion upload template, fields, and cadence.

The written packet is generated from the same live course you are reviewing. Once CARD confirms the exam package and the completion-reporting details, we finalize those two pieces and the packet is complete.
