Overview
What we built
- Two tracks, one program. 64 minutes on-premises + 60 minutes off-premises = the 124-minute All Workplaces certificate. The off-premises hour also stands alone.
- A narrated video opens every module. The trainee cannot continue until it finishes.
- 15 decision scenarios, 22 infographics, 111 tap-to-open cards. Every fact traces to the Montana statute or rule it came from.
- Gated micro-learning. Next stays locked until the video is watched, every card opened, and every scenario answered. Modules unlock in order.
- A quiz closes every module. 80 percent to pass, unlimited retries.
- Final exam: waiting on yours. The platform administers whatever exam CARD supplies. The in-course previews are placeholders to show the flow.

Glossary
What the terms on this page mean
MCA
Montana Code Annotated
The state's actual laws, passed by the Montana legislature. When you see a citation like “MCA 16-4-1005,” that's Title 16 (alcoholic beverages) Section 4-1005, the law that requires servers to be trained within 60 days of hire.
ARM
Administrative Rules of Montana
The rules state agencies write to implement MCA laws. “ARM 42.13.906” means Title 42 (Department of Revenue), Chapter 13 (Liquor), Rule 906, the rule that defines what an approved training program must contain.
RASS
Responsible Alcohol Sales and Service
Montana's official name for what other states call “alcohol server training.” A provider is RASS-approved only after the Department of Revenue reviews and approves the program.
CARD
Compliance, Alcohol, Records Division
The unit inside the Montana Department of Revenue that approves RASS training programs. CARD is the team this submission is addressed to (DORCARDRASS@mt.gov).
HB 157
House Bill 157 (2025)
The 2025 bill that split alcohol server training into two distinct tracks: one for on-premises businesses (bars, restaurants) and one for off-premises businesses (liquor stores, grocery). Effective January 1, 2026.
HB 196
House Bill 196 (2025)
The 2025 bill that added government-certified digital IDs (Apple Wallet, Google Wallet, state apps) to the list of acceptable forms of identification for an alcohol sale. Effective October 1, 2025.
HB 211
House Bill 211 (2025)
The 2025 bill that governs third-party alcohol delivery (DoorDash, Uber Eats, Instacart, Grubhub). Limits the beverage type (beer and table wine only, no spirits) and requires drivers to be at least 21. Effective January 1, 2026.
On- vs. Off-Premises
Two different licensee categories
On-premises businesses sell alcohol that is consumed at the location (bars, restaurants, taverns). Off-premises businesses sell alcohol that is taken away and consumed elsewhere (liquor stores, grocery, convenience stores). CertReady provides a distinct training program for each.

Minimum content time

124 minutes of content across Part One (on-premises serving) and Part Two (off-premises selling), clearing the 120-minute program length in MCA 16-4-1006(2). Progression is enforced by completion rather than by a clock: every module gates on watching the overview, opening and finishing each visual lesson, opening each required card, answering each scenario, and passing the module quiz at 80 percent, and modules unlock in order. The platform can also enforce a minimum elapsed time before the final exam unlocks; that is switched off today because the statute sets program length, and we will turn it on if CARD wants it.

On-/Off-Premises Training Split
The All Workplaces course (mt-alcohol) is a two-hour course in two parts: Part One on-premises serving (Modules 01-07) and Part Two off-premises selling and delivery (Modules 08-13). The standalone one-hour Off-Premises course (mt-alcohol-offsale) is that same Part Two, pulled out on its own. Time floors: 120 minutes for All Workplaces, 60 for Off-Premises. Part One goes deeper on intervention, dram shop, and table-side scenarios; Part Two focuses on register-side ID verification, refusal at the register, and third-party delivery rules.

Government-Certified Digital IDs
Part One (M04) and the off-premises course (M03) cover ARM 42.13.901(1)'s acceptable-ID standard, including digital IDs presented through Apple Wallet, Google Wallet, or the state app. Final-exam questions test the distinction between a valid digital ID and a screenshot. Module quizzes drill the rule explicitly.

Third-Party Alcohol Delivery
Both tracks cover House Bill 211's 21+ driver requirement and the beverage limit (beer and table wine only, no spirits via third-party delivery). Each has a dedicated delivery module: Part One Module 07 (Third-Party Delivery) and the off-premises course Module 06 (Third-Party Delivery).
